Summary:

AzABA is honored to have Dr. Diana Davis Wilson bring her knowledge and expertise in understanding the implications of the change to state-funded services starting on October 1. This presentation will be a review of the current funding status related to the state of Arizona Medicaid provision of ABA therapy. Discussions will include the implications of recent funding changes (e.g. October 1, 2016 coverage of ABA under EPSDT & third-party liability) as well as provide an overview of the upcoming DDD integration (October 1, 2019) and current proposed funding changes pertaining to the delivery of applied behavior analysis (TBD). Recommendations related to diversifying funding within your organization and effectively preparing for upcoming statewide changes will be provided. Due to the nature of the conversations considerations within the Professional and Ethical Compliance Code for Behavior Analysts (PECCBA) will be thoroughly discussed. This presentation is highly recommended for organizations that currently provide or are considering providing Early Childhood Autism (e.g. ECM, ECM, ECH) and/or Habilitation Consultation services.

Learning Objectives:

  • Describe the implications of ABA service delivery pertaining to the recent and proposed funding opportunities. 
  • Describe the role of mental health parity and EPSDT in the access to coverage for eligible state members.
  • Construct a preliminary organization-specific plan of action for proposed funding changes.
  • Distinguish variations in ethical considerations between the defined habilitation model verse evidence-based medically necessary treatment.
